Transformers.js with a rustnn backend

pipeline('feature-extraction', provider) from transformers.js#1732. Transformers.js tokenizes and pools; rustnn (wasm) builds all-MiniLM-L6-v2 on the browser's WebNN, which runs it. The ONNX Runtime pipeline is the reference.
